Les transferts de compétences qui viennent de s’opérer font de l’échelon régional une Rolls potentielle mais encore très complexe et délicate à faire « tourner » et vers laquelle les partis seraient inconscients d’envoyer des seconds couteaux ou des gens qui y vont à reculons.
