Turkish FM Davutoglu in Munich Sunday justified his decision to likely buy a Chinese anti-missile system, the HongQi, in favour of competing systems from Nato allies, France and the US, because China is willing to build it jointly with Turkey, resulting in "technology transfer," while the Nato allies are not
